What is your exact requirement? How much reward are you ready to pay on completing your task successfully? Are you ready to escrow the funds first? If you are imagining like hacking anyone's mobile phone similar to how Hollywood movie stunt are showing then you will be highly disappointed as those will be possible only for government officials and mobile network operators.
First, you must provide the justification of this requirement (like hacking your lost/stolen mobile), so that people may come forward. Otherwise, people here are not ready to support scammers and hackers. I remember there are people here who are experts in ethical hacking and convincing them without proper reasons and proof will be too hard.
