China really wants to control bitcoin now. And now they are after those ICO's. Well we can't blame them, as some ICO's are purely scam and just took away the money of investors. So they want to "protect" them.

"The paper ultimately concludes that regulation is needed to ensure that these ICOs don’t do more harm than good "

Let us see what impact it can bring on the market.

This is the first time that I can agree with putting proper regulations in place. It's mind boggling how easy it is to scam people out of millions in collected Bitcoins, where after that the same entities set up another ICO.... I am sure that legit minded projects have no problem with complying with regulations meant to filter out potential scams. But then again, it will just apply to a small part of the industry, where anywhere else these specific regulations do not exist.
