What happened: I purchased this software and was sent an outdated version of the software instead https://puu.sh/wBcwe/16aeb87bcd.png.
He also has multiple accounts that he used to post in his thread to self vouch such as https://bitcointalk.org/index.php?action=profile;u=404927.
I know this because I PM'd him asking if he actually recieved the updated software when he purchased and he said yes, this is shown in the PM logs

I've left them a negative rating.

What is the current version? Could you provide a source for this?

He also has multiple accounts that he used to post in his thread to self vouch such as https://bitcointalk.org/index.php?action=profile;u=404927.
I don't see a valid connection between that account and the accused.

Additional Notes: He self moderates all his posts to delete any accusations in his threads.
Anyone can "self moderate" their own posts. I don't see your point here.

Current version is 1.3.024 and he acknowledges that in the PM logs.

The connection is that the alternate account keeps posting in his threads vouching for the products.

his last 4 posts are an example.

I also want to add that the version he sent is public and everyone has had it for a long time, so it's very unlikely that he accidentally sent the wrong files.
