I have a $20 Flexepay card and am looking to buy bitcoin with it while the markets low, but Im not sure where to so to get the best exchange (and hopefully lower fees) as it seems some sites have not adjusted prices with the crash.

I used the  card and purchased with bitaccess, received within 2 hours.
