Paypal is hard to trust due to the fact that charges can be reversed if buyer escalates situation, very hard to keep the payment. They rarely call trading of Bitcoin a worthy transaction. Seen members lose money on this. (Paypal is annoying as hell)

Please be careful when working through Paypal.

I would suggest not to do this deal or atleast ask for his reputation on other sites, as he can easily chargeback his Paypal money, even weeks after he had sent it. That means you risk losing your $15 BTC and getting nothing in return..

Do what you want though, as it might be the case that OP isn't a scammer, but there is a large chance of him being one.

Would you first send the Paypal using friends and family for reputed users in bitcointalk.
As you must be aware you have no reputation here and Paypal can be easily reversed. For such a small sum it doesn't make a sense to use escrow and no one will want to escrow for the Paypal reversal factor too.
