Paypal is a big risk and you will have a very hard time to buy bitcoins using paypal on this forum especially as newbie it really not matter if your paypal is 100 years old and verified and no chargebacks ever it's not a guaranteed that you will not reverse it because it can be done up to 180 days and if you send it as gift payment it's still unsafe sorry to tell you.
however here are a few websites where you can still use your paypal some have a daily/monthly limit and some charge a very high %
www.wesellcrypto.com (you can buy up to 15$ a day and the only verification you need is to send them an email or 150$ per day you will need to send them your id card passport or some other valid id documents or 250$ a day you need 2 id's and your paypal not need to be verified)
www.virwox.com (only verified paypals no id required but the first level is only 99$or 90 euro per day and max 200$ a month)
www.loclbitcoins.com (it depends on the seller most of them need id verification selfie and a lot of previous trades)
www.paxful.com (same as localbitcoins.com)
