Which exchange gives the best rates for converting fiat currency to Bitcoin?

Well really depends on what kind of payment processor/method you are using. Which country's national fiat currency are you even exchanging? Otherwise there is really nobody that can help answering this question.
I'd suggest going with localbitcoins. Even though they have somewhat worse rates, the convenience is worth it. Plus, you won't get your funds held up by anyone. This is a common issue with a lot of exchanges.
If you are purely looking for best rates, go for a licensed exchange such as Bitstamp, bitfinex, etc. But deposit and withdrawal will be much more complicated, and be prepared to show your ID.
