The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.

It is in fact touted by rpietila as their crowning center piece of marketing used for X M R.

Do not even bother to take this Spoetnik guy serious in any way. He is one of the most persistant yet undereducated morons I have seen in years on the internet.
