I really want to know the sites where the software and technical side of the issue of coins is discussed.

Have not come across any in that particular genre, but you can talk about the technical stuff here on bitcointalk forum too. I think there are some people who know the development stuff of the coins as well.

If you want to discuss the technical and software side issues of coins, its better to visit that particular coin's website. Every coin will have a forum or blog where you can discuss this type of things. For example , in the case of burst coins, it has got a forum for burst coin community members to discuss such type of issues.If You can't find such forums or blog, its better to open a thread in the altcoin's section in this forum. I am sure someone will be there to help to solve your issues.
