I'm surprised that there isn't more excitement about BIP91, to me it seems like a pretty big deal that can avoid a lot of pain and problems approaching the first august.

Or am I missing something?

It is a big deal, It is a safe and fast method to achieve segwit activation @ eighty percent miner signalling. Miners could possibly consent to activate segwit via BIP148 only if fifty one percent of them vote to do so.
