I THINK I FOUND A WAY TO IDENTIFY THE OWNER OF THESE SITES! Here is what i found:

Host: BelCloud Hosting (registered in seychelles)
Server: Telepoint Datacenter in Bulgaria
CryptiplyIP: 94.156.128.108
Host: BelCloud Hosting (co-incidence that the host is the same?)
Who is BelCloud Hosting?Started in 2014, they registered in seychelles due to privacy laws but are actually based in Bulgaria. I read the terms on their website and here are the important bits:

When ordering or registering on our site, as appropriate, you will be asked to enter the following information: Personal Name, Company Name, E-mail Address, Mailing Address, or Phone Number. Basically, within 4 weeks someone needs to contact a lawyer in the seychelles to get a local judge to force them hand over his name and other details.
