As you are a newbie here, no one can prefer releasing ETH first and the amount is too small for escrow. Also dont send payment first to avoid getting scammed. You can increase your amount of buying or use proper trading platforms to purchase ETH. you can convert your cash to bitcoins and then purchase some altcoins with bitcoins on trading platforms like yobit, cryptopia, etc.
Also read guidlines before trading with anyone without using escrow service.
