Doesn't Bitcoin born for low fee and quick transfer time? When can it have them AGAIN?

I agree, Bitcoin needs huge changes because of its centralization, high fees and awards for miners... I see the future of BTC in the new fork - Segwit2X (Lightning Network, instant low-cost transactions (2,5 min), X11 encryption, etc).
