What is the best bitcoin web wallet & which bitcoin web wallet lets you transfer bitcoins to a bank account?

As far as I know there aren't any web wallets that let you transfer Bitcoins to a bank account because no bank exists that lets you store Bitcoins in a bank account. The only bank I know of that offers anything similar is a Norwegian online-only bank called Skandiabanken that lets you link a Coinbase account to view its holdings, but it doesn't let you buy and sell.
