FYI, I had asked Payoneer's support staff about the legitimacy of using Payoneer for the purpose of currency exchange that involves Bitcoin, and the staff said that Payoneer does not support such an use.

Of course not, if you have got paýoneer, just give him a rate and he might want to exchange with bitcoin . He should still be looing for the trade to happen as there are no signs of any confirm transactions from op's side.
