Who knows? It may dip due the hardfork FUD, we might as well visit $2000.. i mean its possible.
But what's pretty much guaranteed is that, in the small possibility of a hardfork actually happening, the fork chain token will crash, and crash badly, so don't do the stupid mistake of selling legacy coins for forked (segwit2x) coins. As small guys the most rational scenario is possibly to just hold and see what happens.

there is no exact answer for this question, the Bitcoin's price could rising or dropping down after the 1st August. If you are looking for long term holding you can buy now , and surely the price will increase in the long run.

- Noway to predict that but $2000 can be base price for next pump, so it is possible.
- Than set buy order for 1 bitcoin with price $1950, if you are not in a hurry.
- I suggest you to wait till august if you are passive investor, but if you like to actively trade bitcoin for even small amount of profit regularly than you can buy now and sell when price will pump.

Maybe yes - Maybe no. If someone knows that maybe that person is preparing things now and will bet all his balls to bitcoin if or on the other hand will sold all of them.

It's your decision to be made and we can't suggest you the right thing to do. Once a person is thinking to buy bitcoin at any price rate considering all the speculations currently on hand, they must ready to face all the possible risk that they will faced. My suggestion would be; spare amount to buy and take that as a loss. Who knows that "loss" will eventually become more valuable if everything goes the way you want.

We don't know what's really gonna happen on Aug 1. In my opinion, there will be a slight dip but I'm not sure if it will go down to sub $2000. Currently the price is $2300 and we are still farther from the said that. The price dip has started this Monday, So from $2600 to $2300 is a dip of $300. Wow, it's really going under 2000. My mouth is getting watery. Everyday bitcoin loses 100 so dolars. Now, I'm thinking about if I can buy 2 whole btc if I wait until 1 august.

True, BIP148 is a way of activating original SegWit.
the support for SegWit2x is about 90% last time I checked. and it only needs 85% support for activation and the 95% was for the original SegWit. which means it is already above that needed threshold.

if you are looking for the exact bottom to buy at, maybe waiting can be a good idea. but a better idea would be buying something at the very least. for example buy 25% of what you want to buy soon and then wait to see if it goes below $2000 or not. if you wait and it doesn't go that low you will be kicking yourself.

I think you should wait if you looking for lower price because now is very close to 2000$ on all exchanges and it is falls down very quick.This is something that many people waiting and like you they want to invest in BTC.But this low price also have some extra risk in spite of the fact that buying bitcoins is always a risk.

In any case an opportunity is shown to buy cheap BTC in the next days/some will buy-others will sold and wait to see what will happen after the  August 1.
