Great idea, but seems unnecessary if you'd ask me. Stuff like that works better on a round table with a cup of coffee, so It's gonna be really difficult to make it thrive. Still, don't get disheartened because it can.

I agree with this submission because creating a forum is not really the hard part but promoting it to the level where you don't have to do anything other than moderation is what matter because I must say its not going to be easy considering paucity of funds, the frustration that would set in might be too much to handle. So, I suggest you create website instead with all the details you have there then find a way to be increase traffic which in a matter of time, it gathers enough tratfic to move things.
