It depends but I think most of the time the answers is not, most of the icos you will see in the forum have nothing done when they begin the ico so you are basically investing in the promise that something is going to be delivered, so unless you have supreme confidence in the developers then it may not be the best idea to invest in that ico.

You are correct here. Also, this is what I want because most project has no tangible project or existing business that is profitable. It must be put in their white paper how the group will profit with the existing project so that it will drive investors  to invest. Also, this is also become an assurance for investors too if they see that the project is viable.
