This is a very simple question, but let's imagine that we are creating the next Etherium, can this be done with such a noise in blockchain space?

It can as long as you have a lot of experience to create your own platform and never try to use another project's code. I give you an example such as byteball. it has built by solo developer and he was creating a new system called DAG which has been copied by so many copy cat shit project like IOTA and NANO

I think so. You must keep on posting good about your project. Also, you can do airdrop. By that, participants will continue to spread, share and repost to market.

How do people distinguish which tokens are good and which ones are not?

I think its impossible whithout money. Nobody doesn't agree working whithout money. You need resources anyway.
