I'm trying to send a transaction of 19k BQC to the BTER exchange but it's giving me an error.

Error: Transaction creation failed.

I'm not sure at this point what the cause is.

Update: I'm able to send smaller amounts, but it seems 19k is too big for the blockchain to handle in one transaction.

Pretty much every coin's client does this.  You'll have to send in smaller amounts.  I haven't taken the time to figure out why they do it, I just know I often have to break up large transactions into smaller ones to avoid getting that error message.

It has nothing to do with BBQCoin.

Charlie Kelly: I'm pleading the 5th.  The Attorney: I would advise you do that.  Charlie Kelly: I'll take that advice under cooperation, alright? Now, let's say you and I go toe-to-toe on bird law and see who comes out the victor?  The Attorney: You know, I don't think I'm going to do anything close to that and I can clearly see you know nothing about the law.

It is the number of inputs it takes to add up to that.

If the wallet only contains mined coins, the smaller number mined at a time the smaller that limit size you can combine them into is.

Once you send off 10,000 at a time somewhere else, then that destination now has 10,000 at a time inputs to work with, so could potenitally combine as many "10,000 denomination coins" as the miner was able to combine of his "42-denomination coins"...

It is also why "satoshi-dust" is nasty... 10000/42 * 1 satoshi doesn't add up to a lot...

I was able to successfully transfer 27k to another BQC wallet today. The transaction fee was 8.6BQC and it happened quickly.
