I´ll be direct. I have 9 USD in Paypal and $20 in Neteller. I just want to exchange it to BTC or waves.

That's small change, if someone scams you for that amount and risk getting their account shutdown, the person is a moron.

Yes, I know. That guy would be an idiot  Grin Anyway I hope I can get someone to change it, I want to quit that balance from those sites and invest in some altcoins.
