The use of self moderation combined with bumping accounts is spreading on the forum, see the NELUNS [ANN] thread for a prime example.
I have been reporting them but moderator response seems to be uncertain, my last report of ~100 posts remains unhandled and the pages continue to fill up with garbage conversations.
The fact that that particular thread is also a proven scam means that threads on the forum that use these bumping services, especially when combined with self moderation, will continue to expand in number and subvert the whole concept of "forum" by turning it into an uncontrolled spammer/scammer notice board.
Ignoring them is not the answer, please have a convo at policy level on this subject, there are a few of us that would help if asked.

Once the moderation is consistent, there should be less upheaval. When moderation seems to be selective the masses uproar and cry injustice.

The policy to not remove anything worked when the forum was small. Now that we have thousands of posts a day, we can't afford 50% of them being junk. The moderators are now instructed to be less tolerant of low-value posts.

Some guidelines:

1. Free speech - you can say anything as long as it is relevant and presented in a calm and polite manner. Swearing, SHOUTING etc. make your post more likely to be removed.
2. No zero value posts or threads, like "SELL SELL SELL"
3. No pointless or uninteresting threads.
4. No referral code spam
5. No NSFW content

A step in a wrong direction. Now moderators will decide which posts have "low value", which posts are "uninteresting" or "pointless". In practice moderators will delete everything they don't like. The words "free speech" above are thus an obvious lie.

Don't like it either.  Deleting what you don't like doesn't make it useless. Readers are in best position to judge this not moderators. It could be 'interesting' and of 'high value' to readers but yet deleted. Question is: what happens when an interesting post is deleted?

dear moderator, i am a new bee member on this forum, i am trying to get my self accostomed to the forum policy, so i dont violate anyrules in the long run. please i dont know if this type of question is acceptable here, my appologies if its not. the question is,

is there a way we can detect averts that are scam, or better still projects that are scam, so we dont end up violating the rules, because in my own humble opinion some project are scam even at ICO stage and innocent  people working for those project might end up violating the rules by posting for them. how do you tackle such problem?

Suggestions:

#2. Force all new ICO's into a approval process run by the same bitcointalk members that now inspect and expose fake icos after they post. This will save the bitcointalk members plenty of time chasing down scam icos and hitting newbies with neg trust for promoting scam icos.

#3 Charge icos a small fee for the approval process to be given to the bitcoin talk members that spend time doing the inspection.

I think this is a very good idea. Use the fee to pay people to inspect the ICO. At the same time hundreds of trusted members would gladly do this work. Is there a downside?

Actually, it is really hard to pinpoint if a project is heading to be a scam at its early stage.
One way to check possible scam in the making is to visit the section- Scam Accusations Board (https://bitcointalk.org/index.php?board=83.0)
Also, there are red flags that you can check - fake profiles, plagiarized papers, free website domains, and many more.
And if you found out that a particular project has unresolved issues or open scam allegations and you still continue to promote it, then, that's the time that someone might give you negative feedback.

Re: Forum moderation policy:
At this moment two of the last 5 posts are copy/paste garbage, the same content from two different noobs.

I am really confused. I was banned today with my old account, for no reason at all. I mean I never offended anyone and never spammed. I am really curious of why? I mean any moderator can choose to ban anyone they want? Especially for no given reason? What is this?  Huh

There is no point writing a post here

Mention the username / profile link of your account and mods will look into this
Recently most of the bans are plagiarism related (recent or not) ...

Plagiarism. Didn't know about this. So just because I wrote an author's quote they permanently banned me? I've been here for a long time and I wrote a quote I read about ethereum with respect and this was a reason for permanent ban? They could have just asked me to delete it or edit it. This is just unjustified.
By the way thanks for your reply!

Is there any way to take off the 1 PM per hour limit?  Is it after 10 posts or something?  Drives me nuts trying to use the forum.

You can wait until you reach 15 Activity points at which point you'll be able to send 10 PMs per hour, or 15 PMs per day, or you can buy a Copper membership which will whitelist your account and allow you to send 40 PMs per hour, or 120 PMs per day.

There's hardly any restrictions here. Have you thought the problem may be you? Your earlier posts are mostly just 'nice project' bounty hunting spam like this:

Nice and promising project, looking forward to being a part of this one

and your recent posts are complete one liner trash:

I would say No,but it's block chain technology is the future

Do you really think that is an 'important' post? No. It's complete nonsense that you're obviously just churning out for the sake of it. Maybe put some actual thought into your posts and you wouldn't have them removed.

How difficult would it be to implement a voting system for posts using the current forum software?

What voting system? There's already a merit system which is similar to what you may be looking for:

Hi! Newbie here, anyone can explain me the meaning of NSFW content.tnx and god bless us all.

Not Safe For Work: https://en.wikipedia.org/wiki/Not_safe_for_work

It might be subjective, but it seems to be working out, even though the forum has users coming from all over the world, with different perceptions of what's SFW and what isn't.

Can I selling ICO whitelist accounts  on this forum, or I will be banned for that?

You won't get banned. Take a look at the stickies in the Invites & accounts section and also read the Marketplace rules and guidelines.
