What I see here is that parents who are not studying the consequences of having a lot of children are the most difficult times in the future. There are also numerous government programs to familiarize family planing with each family. The problem with many poor families is putting the best things first and not Think about the consequences of these in the future. I can't see great Idea now to control out Populations in this globe.

In order to reduce the population of the world, we have to go through a long period of time, restricting the birth of children, up to 1 child. Sterilization is extremely necessary despite of objections, put heavy fines, charge high taxes for families with two children.

The Chinese did just that, and they are doing fine. Although there were some negative consequences, such as the imbalance in the child gender ratio, the benefits brought by the one-child policy overshadows them all. Without the one-child policy, China would have never achieved the sort of economic growth which they enjoy right now.

When people have money they want less children ..

Don't need loads of children to work in fields down mines because they got a universal income ..
Don't want loads because my life is so good and i don't want to be tied down to loads of kids so i can go and enjoy my live like travel parties
buying yourself not loads of kids but for 1 or 2 ..

This is why you see poor countries with massive populations because they need 10 workers to make the same as 1 westerner so the guy as 10 kids
to work in the fields to pay for a bag of rice because 1 bag cost 5 dollars and they only sell it in 5 dollar bags so i will have 2 more kids to buy this

It can't be voluntary. That is the biggest issue. If family planning becomes strictly voluntary, then certain population groups will refuse to participate in it, hoping to increase their population and thereby the political clout. The demographic Jihad being waged in Europe by the Muslims is a prime example for this phenomenon. So it needs to be mandatory and anyone violating the one-child policy needs to be slapped with a huge monetary fine in addition to a suspended prison sentence.

1. Hormonal changes.  Forced or voluntary.  Less sex, less conceptions.

2. Sterilization on a mass scale.  One child per family globally.  You have a child, both parents need to undergo permanent sterilization before they receive the child. If they refuse, they should be arrested and undergo forced sterilization and pay for it.
 
3.  Tax incentives, no income or sale tax, free housing for those who undergo permanent sterilization voluntarily before having children.

It is a hard problem to solve because any modification to human behavior go against our natural survival instincts.

Population is like infinity. No ending still growing and growing everyday. Population is the biggest part of the society we are the major content of the society,the main part and the most number.
