Which wallet dont have fees and is safe? Also can you tell me which one is best.
The only wallet absolutely safe is Bitcoin core.
Even if a bug will appear in the future, Bitcoin core it is so important in the Bitcoin system that the Blockchain will do with this bug (even with a fork).

Now it is not recommended by the people due to segregated witness. However, this topic does not need to be here in this section first. This topic will be fit for Bitcoin discussion or Beginners and help section if op is newbie.
I have my bitcoins in Multibit and Coinbase. They is very safe as of now.

There are no Bitcoin wallet that don't have fees but there are some that have low transaction fees. If you are looking for a good bitcoin wallet i recommend Xapo wallet. It still has fees for both incoming and outgoing fees that involves outside wallet however, there are no fee that will be charge if you are transacting to fellow Xapo user.
