All sections are allowed, as far as I know. But be responsible enough to post that.*

Moderators have different view about ref links. What you need to do is to make that promotion not a spam or at least a constructive one. To make it clear, as long as the service or project is legit, make it to the point that you are giving details about that and also provide referral and non referral link or you can PM all interested about the referral link URL.

I don't think there is any such section where referral links are allowed but yes, I think you can put referral links in your post signature as far as it is following the rules and regulations of the forum. However, I am not 100% sure if you can do this or not but I haven't seen anyone getting a warning for putting a legit referral link in his post signature.

They are completely disallowed in all sections of the forum. There are no sections where referral links are allowed. If you see any referral links in a thread, use the report to moderator function to report the post.
