Your logic is flawed actually, but it's pretty simple:
(1)BCH fees are low because of its block size that can accomodate more transactions than BTC, and not because nobody uses BCH.
(2)Because of block size limit, BTC fees depend solely on the usage - the more transactions, the higher the fees. It doesn't matter how strongly one believes prices will go up, prices must come down at some point. There is no guarantee they will ever return to what they were. This idea of "just hodl" is bad advice, in my opinion; it leads to loss in markets such as these. Greed is the real killer!
