Yes,you can buy altcoins instantly with bitcoin or ETH in exchanges.No need to bother about the confirmation and all,just put an order in the buy section and as soon as a sell order meets your buy order price,immediately the altcoin which you have bought would be found in your exchange wallet.

I think you can buy them instantly as long as you set the sell order closest to the present value of the altcoin and that goes with buying altcoins as well. Which trading site are you buying and selling your altcoins by the way? But for altcoins to btc I don't think this week is the right time to do exchanges due to the split.

when you buy/sell inside an exchange, it's like doing it outside the blockchain, in a state channel. Every blockchain has its own processing time. There is some chain which is really fast though, such as Ripple and Iota, whose processing time is in the range of few seconds.

of course you can, actually the transaction on the exchange will not be recorded by the blockchain, its inner the exchange, they just account inside, if you withdraw your money, it will be recorded and confirmed by the blockchain
