Maybe there is a problem with yourself that is why you cannot make friends. Making friends is as easy as one , two and three , being your ownself when you are in occasions is the best , having a good sense of humour is one of key also to make friends . Making people laugh is the best also to make friends with them.

Be confident, and be true to yourself. For the 'boring' part, you can try to get into some activities that you want to do, that you have passion in it or at least, you want to try. And join local events, maybe meetups, concert or such. Either way, try to fill your day with interesting activity that you enjoy.
