However, you hit the nail on the head with saying that the direction of the project first needs to be defined. It's not very well defined now in my view. There are some good suggestions though and DAO could be great.

That's explained in the whitepaper.
The Movement is creating a meeting point called Greenpoint in the decentraland open VR.
This place will be a place where everybody can connect and get in touch, allowing people to work together or just socialize.
Token can be used to incentivize work on tasks or whatever...
