I don't think that License is the real issue why Twitch is banning these gambling platforms such as Stake, Roobet, Duelbits, etc,. I think the main reason why they have been banning these platform are because they are a "crypto" gambling platform. Stake has already made a resolution in regards to the licensure issue with the US which is the Stake.us yet twitch still insists on banning them.

I never heard of any online players being banned because they exploited a slot game.  There may be many cases of cheating slots on the physical casinos but I never heard of any non-dev player being banned due to slot hacking. 

There is a case where a developer exploits a slot machine, that is through code I think and he gets away from it for a long time until his accomplice got busted.  You can check this article for the story[1]
It was said that it needs a serious skill and connection to be able to hack a slot machine.

It sounds impossible but I think I've heard few cases where players are accused by casinos to take an advantage from a glitch in slot game. Even though I do not really know about that cases clearly but I think this case is still possible to happen where players are able to cheat the system in slot games. I think this is only important for new players, not old. Stake is full with germans, even on stream and its no problem.

You are completely mislead if you knew that ToS is only applicable to new user. It’s applicable too on existing players if they manage to register before the list of country in the ToS is not updated. You are breaking Stake rules If you are residing on one of those country prohibited by the casino and your account might be subjected for closure once Stake figures it out worts if you win huge amount because they do background check on account that win jackpot prize.

While Stake actually wants all users to be able to play without restrictions which I believe this is one of the reasons the mirror link is provided

Maybe those German is not located on Germany and currently on abroad. The ToS restrictions is set by there license provider. Stake is breaking there own rules and the country law if they are letting people in Germany play there casino while they have strict rules against.

Try and ask the live support to verify it? This is the fastest way to clear your doubt.

Anyways, the most restricted areas have more users on Stake community, IMHO.
The problem is not always VPN, sometimes the user refuses passing KYC level due to some personal reasons and this causes huge problems for both parties.

Some of them might be using VPN however, as far as I know, Stake doesn't allow its users to use VPN as it is against their ToS, and someone who will be caught may be subjected to investigation and either be requested for KYC or be banned or account closure.

I would rather lean on the latter reason which is the German community doesn't necessarily mean that these users are from or in Germany.
