Without listing specific carriers as yet, there is some info in the FAQ that pertains here.

What are the benefits for wireless carriers?

Carriers are incentivized to maximize revenue per user since they have high fixed costs.

80% of the world is prepaid but prepaid users have 1/8th of the ARPU of post-paid users with often 3X the churn. In addition, Only 30% of carriers’ spectrum capacity is used so wireless carries benefit from working with AirFox by enabling us to buy data in bulk and monetize these low ARPU subscribers and get them to use more data.

Pre-paid MVNOs like Cricket Wireless and Boost are already established business model examples that serve a niche and a purpose for the underlying Tier-1 Carrier.

What is an AirToken?

AirToken is the token for mobile access. AIR is a cryptocurrency created by AirFox to enable a more decentralized and efficient mobile ecosystem between carriers, advertisers and publishers to unlock the ‘dead mobile capital’ of data-starved and unbanked or underbanked customers in emerging markets. Through AirTokens, users can recharge their prepaid mobile data plans through direct purchases, earning via advertising, and claiming micro-loans.

Yes it is all legal and follows regulations. This is not a token being sold to start a company, that company already exists and has been very successful so far. See this excerpt from the whitepaper about it:
