Is there any restrictions to Steemit? Like user rep, or followers?

Its pretty easy to copy paste and Google translate into Eskimo... takes literally no time.
I only ask because I'm a legitimate user of Steemit with high rep. and have watched certain bounty campaigns award all the spam, which it turn makes my articles worthless and a waste of time.
Now a days, a good article/blog campaign needs a good manager to weed out the garbage... otherwise you'll just end up paying for spam
