There are multiple companies that offer Visa credit cards for bitcoin online.I can list the most popular ones:Xapo:A wallet and have credit cards system implemented.Bitwala-Wirex-Advcash.
There is pretty good amount of them.Just google to compare them as each one of them have it own system and fees.

As far as i know the website can create credit cards online for bitcoin is Xapo. You can get it through the website with cost $30+

You can try xapo, https://xapo.com , you can refill your card via bitcoin from their site too.
Or you can try BitPay https://bitpay.com/card/ , in my community, this is very popular. I dont know about the services.
