You can use the MSI afterburner to undervolt it up to -100mV.

And lower your clocks. Lower clock = lower dpm state = lover voltage. No way you can do 25MH with 90w only, 150-170w should be doable without bios mods.

9**/1000 -100mV should get you there.

edit: trixx lets you downvolt -200mV

You need to underclock AND undervolt.

Bios flashing is that next step, first learn to use windows software (ab, trixx).

VBIOS mod does too, it's not hard.

True haha!

Yes, but they're a bit harder to properly undervolt.

Can you give a link or a lead how to find one for RX480?

What you want can be found here:

The explanation for what is what you can read about here:

Apparently it only works for reference cards.

Those work great if you just want to undervolt...but I assume the 'ROP shredding' is not so straightforward.

Biggest problem here is this:

i have heard some folks get 25m/h on 90w

It just cannot be done, shedded or not. Must be gpuz or some other software "watts".

This dude doesn't even know how to ID a reference Hawaii card - let alone how to do a proper mod. I think someone is gonna have to make it for him.

lol

@talboris2

Try actually reading the post in that link. Literally the first sentence.
