I still have 100s of glass pipes from my previous business and would like to sell them all at once to someone looking to make a profit.  These would be perfect for someone who already has a website selling merchandise.  I am leaving plenty of room to make profit (500%) even if they were sold wholesale to shops. As long as they’re clean and have a been used that should be no issue shipping these papers anywhere. You can easily get around something like this with just Correct simple terminology.

It's up to the receiving jurisdiction what they want to do with it but for most cases you are correct.  The correct terminology goes a long way but going through any customs is no guarantee.
