Sorry all...practically new to this and am a bit confused.

I purchased $230 worth of bitcoin yesterday via an exchange to my online wallet. I received it today and instantly transferred it to my software wallet (electrum). Electrum currently says "Replaceable." Fee I paid was 318 sat/B. It has been more than 3 hours since then.

I then placed another order for $100 worth of bitcoin via the same exchange to my software wallet with 385 sat/B. It was sent and confirmed in less than 30 minutes.

Does things look normal? Electrum says expected confirmation time is 5 blocks.

Expected confirmation time for that transaction fee is probably about 1 or two blocks. Electrum seems to be overestimating stuff lately.
It looks like your problem is with the transaction not getting around the network very quickly and aren't being picked up by nodes.
In electrum, you can rebroadcast transactions (which you should try to do once the exchange releases the coins).

its because network are really busy today, you can check it at https://bitcoinfees.21.co
And you have old transaction thats not confirmed yet on this https://blockchain.info/address/33pr9izbGaseyCpSnrLuCqbGoZPbUgGaCv


I already try to accelerate it, hope it will confirmed asap.

I tried to re-broadcast it by copying and pasting the numbers after the hex to blockchain but it says it already exists.

I'm not familiar with the transaction# ending in 0019. How is that affiliated with my address? Thanks for accelerating it!

Ah nvm, i just notice it if txid with 0019 is newest transaction from that address.
No problem, hope it will get confirmed soon.

From your electrum wallet go to "Tools" > "Load" > "Transaction from Blockchain" and paste your address in there.
You'll see the scripts there and in the bottom right coner, there will be a button that says Broadcast - Click that and your transaction is reboadcasted. It might speed it up a bit.
