First, the best way to promote your project is with a high quality post and higher ranks allowed to make other believe in your project.
Second, reading in some articles related information.
Third, I'll look at the budget of the campaign, the founder and other staff of the project.

Tons on controversy but obviously DeepOnion's way of promoting seems to work as there's almost always a DeepOnion thread on the first page every time I check.  As far as I know there isn't an ICO but rather a massive 40-week long signature and bounty campaign where huge amounts of DeepOnion coins are distributed.  I know it's energized me and the community on DeepOnion is really active.

The best thing you can do is to put your entire plan for at least 3 months in advance down on paper or down in your personal computer before you even touch your first announcement. What's going to happen is it soon as you even make a pre-announcement on a single form is you're going to get hit with questions left and right and chances are you're probably going to get hit with a lot of negative attacks that are based on the fact that people are tired of other projects that have taken their money and take that out on the new project.

But the fact of the matter is that you are going to lose a good 4 to 6 hours a day maintaining that information as soon as it goes public. So the best thing to do is to have a comprehensive plan ahead of time and if you can dispense that across the team that would be great.
