Yeah, this guy is a childish moron and reeks of being a scammer. Claims to be helping the community but in reality he's just a cheapskate and does it for his own financial motives and will knowingly buy dodgy/hacked accounts if he can save a few pennies (then weeps like a widow when they go bad).
