it will not help a lot to increase the liquidity of UTN coin. That will be issued as a stable coin that will be used as tether. UTN just act like ethereum that already used as a fees to issue a new asset in the blockchain. It looks like the issuer must pay UTN as the fees to use the contract. Maybe this will not help a lot for UTN but at least of the company has proven what they have already created will be useful and it's a working product.

No, you're wrong. They owe nothing to anyone. They have no task to increase the liquidity of the token. Also, they do not have a task to somehow help token holders to return the invested money.

Even from the website, they deleted all the information about the ICO. This is the past stage. Now the CEO will think about how to sell this technology to governments and companies. A technology that is developed for the money of token holders. Only money for the sale will go directly to the CEO’s pocket. Great deal, right?

CEO is so busy to trip all days lol. I hope that you can try to make a difference between asset and coin.
That stable coin is running on the universa blockchain and then that asset must use UTN to pay the gas nor issue a new asset or smartcontract.  
I have tried to issue a new smartcontract and send my UTN to another UTN wallet, and that always requires UTN as a mandatory to pay the fees. But It's not still in UTN form consider about there was U coin. We must take a look at the case to determine which is coin needed to pay the gas fees.

How wonderful to know that all of these sources were fakes. The team distributed fake news and paid for its publication in leading media. It's great that the Central Bank of Tunisia put everything in its place and published an official refutation of your lies.

I suppose partnerships with Alfabank, Lanit, Novotrans were the same lies. They simply did not consider it necessary to publish refutations.
