It's a 0 BTC output, normally tx with 0 BTC output are rejected because of dust rules, how this tx has been mined?

The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.

It's a 0 BTC output, normally tx with 0 BTC output are rejected because of dust rules, how this tx has been mined?

It has 12.821 sat/B fee. Maybe it is because of that.

0 BTC or dust outputs AREN'T considered invalid by protocol rules but are considered non standard by nodes. They are different terms and the latter means that the transaction is still valid but nodes will not relay it. As long as a miner is willing to include it in the block, the nodes around the network will consider the transaction as valid.

In this case, the propagation of the transaction was likely very very bad, with Blockchain.info having seen it only when the block was mined. The miner, BTC TOP likely had a special case and included it in. Seems rather weird why the sender or the miner would send it.

Do you think BTC.TOP always accept tx like this or they made an exception for this particular tx?
Yeah, for the sender it doesn't make many sense to do a tx like this, for the miner it has sense because there is a txfee.

Exception. It was probably paid for by someone.

It doesn't make any sense economically for BTC.TOP to include any transaction with that low of a fee(0.0003BTC) when a transaction of a similar size could be twice of that.

It's 0.00003. Yeah, it's low but not so low, some weeks ago i sent a tx with about the same sat/B fee and it got confirmed afer 2 hours without problems.
Regarding paying for mining a non-standard tx, i've always looked for a service like that but nobody seems to provide it, how they do it?

It was two weeks ago, the network wasn't so congested. Most transaction pays 3 times that fee right now.

You have to relay it directly to a miner who will mine non-standard transactions for you. It is impossible to get it propagated through the network if your transaction is non standard with the reference nodes not relaying it. I remember Eligius used to provide this service with their pushtx, you have to contact owners of the pools if you want to do it nowadays.

Eligius doesn't mine all non-standard tx, it has a precise set of rules (i read them one time, but can't find them anymore), i remember they don't accept any output below a certain amount of satoshi.
