What is the reason for the sharp increase in costs on obtaining licenses at the 4th and 5th stages of project development?

On these stages we are going to get important international licences — SFC (Hong Kong), SCA (UAE) and ASIC.

It was required to open an office in Japan to obtain a Japanese license. Tell me please, are requirements similar in Britain and Cyprus?
