I am trying to do my best to lower my electric rate and I found a government backed program that allows consumers to shop for suppliers: http://www3.dps.ny.gov/W/PSCWeb.nsf/All/DAA1CF3080DA35F685257FCB004EBB59?OpenDocument

I currently pay approx $.12 kw/h  and when I plug in my zipcode to this website http://www.newyorkpowertochoose.com/ I get a wide variety of offers, with 24 month fixed rate as low as $.05 kw/h.  Seems too good to be true, but I was wondering if anyone has any experience with this.

same boat I m looking commercial rates but where you looking is residential only
but look like it is not easy to deal
new york city licensed electrician is crazy 11k for 1 day maybe less than 6 hours job material is only about 1k
crazy

At least you guys have an option. Down here (Louisiana), if you want electricity, then you're paying Entergy.

Most areas are locked to one power provider - the infrastructure cost gets prohibitive FAST for power providers to try to compete in the same area.

Yikes!  I thought the Texas PUC’s powertochoose.org website was a bit rough, but after trying to use the New York version above I’m feeling pretty thankful for what Texas has.  I couldn’t even find documented pricing terms for a plan on the NY version.  In case it’s similar, however, I was going to say that the low teaser rates on the Texas version are just gimmicks to lure in people who don’t do the real math --- see here for more details: http://www.texaspowerguide.com/2017/problem-with-power-to-choose/

All the places I have seen that have multiple providers for a utility service use the same infrastructure. More or less, you'll be using the same grid, but you have some choice in who acts as the layer in front of the wholesale cost - which actually varies a lot over the day. Traditionally, it gets averaged out and you get a flat rate, but some providers offer reduced rates during off peak. Actually do the calculations if that's available since it often comes out cheaper for a 24/7 constant load like mining.
