He is a hacker he made two posts

https://bitcointalk.org/index.php?topic=201594.0 - Litecoin Desktop Ticker! (BTC-E)

Both link to a mediafire link which I scanned wit virustotal and it came up blank however on dbl clicking the file it executes and throws out an error
but creates entries in your Appdata/roaming folder and your startup registry. The virus is a well encrypted and Fully Undetected RAT.
he will be able to see what you type and gain access of your computer so please be careful I have reported him.

I've noticed listed scammers are still allowed to post and often brag about the scammer status, why keep them around? And what prevents them from signing up again?
