for complete new coin i don't thin any pool operator will allow until they are multiple currency or merge mining ..miner will mine specially the coin they need to mine . because all need profit out of it and as new coin even you don't have in the exchange also where they can sell and get profit so its will be difficult for you get any any pool owner to add your coin .. why don't you make you own pool and attache customer by giving some promo or block finer bounty then miner will come

yes but you should setup your own pool first then ask other pool admin to add the coin to there mining coin list
