Has alright feedback and seems legit, might just be offering a premium because paypal isn't favoured and its his only payment method, not sure. Advice?

Interesting, account was created 9 months ago, email, ID etc. has been verified 1 month ago... The guy has really took the time to prepare and start the business. Feedbacks are marked with low value notification.
Anyway, it's your decision, give us an update about the outcome, if you decide to trade.
What about exchanges? You can sell and buy back, if you don't need full anonymity.

Don't use paypal. You don't need to use paypal and the risk of fraud is high. The cost is high, too.

I'd want to see several thousand trades, with hundreds or thousands of Paypal specific feedback, and many, many years of establishment before even dreaming of taking that chance, and even then I wouldn't do it.

That seller does not cut it.

If you're looking to sell and buy back in why aren't you using an exchange? That's what they're for.
