He is a scammer i checked his account he is currently online and he removed all the posts he made and even changed the titiles of his topics. He currently has 12 posts and 22 activity. As you paid using PayPal you can do a unauthorised payment chargeback or contact PayPal and show them all these proofs about what happened.
You could have used escrow but you paid him using PayPal so nothing can be done and tagging him won't help as he is already a newbie contact PayPal otherwise your funds are gone.
Edit : I saw his untrusted feedback he is a scammer since aug you should have checked it before sending first.

Tagged. Take this as a lesson. The general thumb rule is to:
1) Avoid lowly ranked members where possible.
2) Check their trust ratings (untrusted ones as well although take those with a grain of salt depending on their description.
3) Use escrow.
