Does not the site or project itself manage the control and distribution of references? Could explain why use third party "Referex" to control such service.

The rate at pre-ICO is 30,000 REFX to 1 ETH. While we haven't determined the exact numbers for the the ICO yet. We guarantee that it will be at at least 25% discount.
If you can't make your mind up about investing yet, you can still get the free tokens and get involved in the community until the main ICO begins. Also note that to join the pre-ico, you need to be whitelisted.
