Bitcointalk asks you to pay a fee when: 1) You registered from known VPN or TOR exit node. 2) Your IP has been blacklisted because it was used in a "bad way" (for example spam) It is not a scam. You are paying for evil things you or someone from your IP has done. Don't trust sites that are not Bitcointalk, check address a few times before you do anything. From your point number 2, I have not used that IP address before to register into this forum, so how will I know that it has been used for some kind of evil, cause this is same thing that was written there too.

From your point number 2, I have not used that IP address before to register into this forum, so how will I know that it has been used for some kind of evil, cause this is same thing that was written there too.
You might be not aware of it but you would have. Do you access Bitcointalk using a free public VPN ? All the ip's in public free vpn's are recycled multiple times so there is a strong chance of person getting same id's over and over again.If someone had already used that IP for boting/spamming,it will be marked as an evil ip. Even if you're a genuine account using the same IP,you will have to pay small fee as punishment.

Yes, you'll need to post now and you rank will raise rapidly to some level (+1 for each post), but later when it will reach maximum you'll need to wait as all other users for 2 weeks. Next update of the ranks will be approximately in 1 week. Maximum you can get 14 points for 2 weeks (1 activity point for 1 day)
Does it mean if I have a high posts, then when the time for upgrade comes, I will go up to Jr. Member or full members as the case maybe or I will still move in gradually as every other member will? It takes 14 activity for every 2 weeks period no matter how much you post, you need time. Check this: https://bitcointalk.org/index.php?topic=237597.0If you want to become a Jr. member, it needs 30, for Full member it needs 120 and so on, so your number of posts doesn't make any sense but what makes sense is that if you make just one post during that 2 weeks time, then you are eligible for the remaining 13 activity and you can get it by making 13 posts in a day or two. Additionally, this can be done for each 14 days cycle, so let's assume that you made one post every 2 weeks for 6 weeks in total (3 x 2 weeks) then you are eligible for 42 activity and you can go Jr. Member in a day if you manage to do 39 posts in a day (just kidding, don't do that as it will be considered as spam) or in a few days.

your profile rank increasing depend on your activity. Your activity will be count for your valid post. If you do not post anything within 14 days, then your activity will not count. You must post any topic in the different section.

You are still a newbie because you have not been actively posting any post for the past 8 months, the forum activity works in this way, every 2 weeks, the number of activity you could accumulate into your account is 14 only regardless of how many posts you posted, this function is a way to prevent spammers from spamming in this forum to gain activity with nonsense posts.

You have to post at least 1 post for each 14 days to score 14 potiental activities. Then you could claim all of them by posting the rest.
