Now they say they will control ICO not ban it I've read a good, informative article about possible future of ICOs in China. The title will say it all: China's ICO Ban: Understandable, Reasonable and (Probably) Temporary: https://www.coindesk.com/chinas-ico-ban-understandable-reasonable-probably-temporary/As soon as China will find a way to control ICO and regulate the market ICOs will be back.

I think this article is very reasonable, the Chinese government ban the ICO because of its crazy performance, but they know it is impossible to stop this promising technology, and they will regulate and bring it back in a better way.

Could be due to regulations law. To sort out scam ICOs.

The ICO market is actually on negative side already. The positivity of ICO has long gone and what left is the competition in the market for "who will raise the funds" and they are running like dozen every day. People on the other hand looking at ICO as money making machine. You are low on fiat? Just invest some bucks in the presale of ICO and sell the coins once they hit the market on an exchanger. That's the only thing left with ICO now a days, nothing else.
The numbers you specified here for regular and premium ICO launchers with that much of capital mean nothing now, these are just money raised out of people who are hoping to earn some profits in the long run of that ICO.

Too many ICOs are focused on products which are more or less fantasy and are unlikely to generate enough revenue to last that long. In what is a murky ICO space at the moment, the best bet is to go for projects that actually can generate revenue in the short-medium term to ensure their survival.
