You have to be logged in and active for four hours - the timer at the top left under your profile name tells you your "forum time" so far.

also, once your time is up, you need to log out and back in.

i believe you need to have a Total Time Logged At Least 4 hours, and at least 10 reply's in the newbie forum area.
